The
events of
September 11,
2001 forced a
paradigm shift
upon government entities at all levels.
Agencies can no longer rely on defensive
and recovery methods alone; rather, efforts
must also involve aggressive risk management
approaches, both domestically and internationally.
The Department of
Homeland Security’s national strategy
now requires agencies to increase
their level of understanding to effectively
assess potential terrorist threats,
as well as non-terrorist threats
that have the potential to reach
catastrophic levels. |

Risk is
a function of threat, vulnerability, and
consequence. As such, risk management provides
information for decision makers to address
challenges that face critical infrastructure
and key resources (CI/KR). While such methodology
may appear simple, the implications for
ignoring this risk management process are
infinite.
The
use of this risk management process
presumes knowledge of incident probability,
which is far more extensive and precise
than exists in reality. Subjective
judgments have to be used in many
situations to determine the likelihood
of the occurrence of an event, as
well as its severity. Phrobus,
